I'm afraid I don't think much of the Design Manual. The reasons why make a long document. I have put a one page summary at the beginning, but the complete list of things needing to be fixed makes 17 pages of rather dense and boring print, with lots of items which could get you if they ever get translated into paint and asphalt. That's a long list of things that are going to be wrong with our routes unless we do something fast.I think you need to be prepared. I hope this helps.
